I do see this point, but won't freeware authors be using a free OS
(Linux) ?
Or alternatively, developing on an AmigaOne when it is available.
It seems to me that if you can afford to buy Windows, you can afford $99
for a Dev Kit; or afford to wait a few months. If you are doing
programming as a hobby, $99 is still not a lot of money. How much are
people spending on inkjet ink, for instance?
