I think various experiments have been done with triggering ATX power
supplied from the power-management hotkeys on some keyboards, but I haven't
heard of any hardware/software solutions that can make use of the
"multimedia hotkeys". There's no special reason why it should be impossible:

Yes, this does depend on your keyboard interface. Support for these extra
keys would have to be done in two layers; firstly, the microcontroller
program in the keyboard interface would have to recognise the extra keys and
map them to some of the Amiga's many spare rawkey codes. (The interface
would have to be the type that clips over the keyboard MPU or CIA rather
than in the keyboard ribbon connector, because these spare keys won't be
decoded from the standard keyboard matrix).
The second half of the problem would be creating a suitable keymap - as
you've already found out, the keymap editors are generally only for the keys
on a standard Amiga keyboard. Alternatively, I suppose a patch like
Alessandro Zummo's IntuiWheel could be made, which would give the new keys
names, allowing them to be used as hotkeys in the FKeys commodity or
whatever.
As I said, I don't think this has been done yet, but there's no special
reason why it shouldn't be possible.
