I just made two Emergency Boot floppies, it took four disks. I was using previously used and reformatted floppies. All four disks formatted and checked out fine. The first disk was created without a problem. The next two diskettes came up with read/write errors. The fourth disk was created with no problems.
Maybe the creation script/program is pickier than just a normal file copy command.
