IIRC the A3000 came out before Mehdi Ali took control.
What you see is Haynie and Co trying to get a new computer to work.
After the first six months, the A3000 settled down.
I think the original ROMs were just a skeleton to boot the floppy, from
which the ROM image (1.3 or 2.0) that you wanted to use was copied to
RAM. People needed to be able to run 1.3 as lots of programs broke under
2.0 - some were never fixed.
