The new ROM chips go into the ROM tower to replace the ones currently
there. The ROM tower is necessary because the pinout of the sockets
on the motherboard is different to that of the ROM chips actually used.

If you have any problems let me know - I have 3 A3000s and have a fair
bit of experience of them.
