What's to stop others building to your specs without paying? AFAIK it's
likely that some manufacturers are already building dev boxes to your
specs without even realising it.

Don't you mean "and" rather than "or"? Charging manufacturers for building
to their own specs would be a money spinner! (if a little hard to enforce).
