That's supposed to be there.

It's supposed to happen, it's ROM code not a hardware fault
and it's to give slow hard drives and SCSI controllers time
to spin up, configure and boot. How do you fix it? Easy, plug
a harddrive in the IDE socket.
The timing problems in the A1200 (1.D.4 and the other one)
affect the clock port and the PCMCIA socket IIRC, and they're
pretty unnoticable - I've never had any trouble from them for
example on my 1.D.4 motherboard.
I wouldn't worry unless you plan to use PCMCIA ethernet cards,
or older clock ports with older accelerators or the PowerFlyer
and BlizzardPPC :)
