In that case most Amiga paint programs will work. Everyone has their
favorites.
What size screen can you use? Do you have a graphics card? If you can
use a 24-bit display, TV-Paint is good, and it's free.
DeLuxe Paint V has a low price and is an AGA program. It doesn't like
images bigger than the standard screen sizes, but is very complete
otherwise.
PersonalPaint v7 is cheap but only does 256 colour images and doesn't
have transparency, which you need for this kind of work.
Brilliance is good but now very hard to find. Same for ImageMaster.
Photogenics 4 _will_ be good but is nowhere near complete (can't cut out brushes).
Art Effect is very good, but expensive.
How well can you draw with a pencil? The better you can draw on paper,
the better you will draw with a mouse.
A good method is to paint a picture with normal paints (acrylic, oil,
etc) and scan it in. The backdrop pictures I use are scans of real
paintings. Real paint beats computer paint programs hands down.
