Because they may not be able/willing to provide any technical support for
them. Despite various .readme's, Important!!!!, doc's, etc. people will
/still/ 'phone the tech support line asking for assistance.
A sad fact of life, I'm afraid. :-(
Something must have happened, it's likely to be changed.
