TITLE: Associate Administrator for Procurement Law and Legislation

LOCATION: Washington, DC Salary: $100,526 - $122,688

AREA OF CONSIDERATION: All qualified persons. This position has been designated as a Senior Executive Service (SES) position. If not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by a Qualifications Review Board of the Office of Personnel Management before appointment to this position, and will be required to serve a one-year probationary period in this position. The actual salary will be set by determining the appropriate SES level for the person selected.

DUTIES: Under the general direction of the Administrator, Office of Federal Procurement Policy, the incumbent has responsibility for the initiation of new legislation and for exerting policy leadership and procurement management direction to the executive branch departments and agencies. The incumbent, working closely with top level agency officials, industry officials, corporate officers, and other members of the private sector, and with the legislative branch, takes the lead in developing necessary policies and legislation to effect needed changes in procurement law.

The incumbent manages a staff of professional and support employees engaged in continued review and analysis of procurement law and legislation issues. The incumbent serves as a representative of OMB in major interagency efforts and is required to deliver completed staff work to policy levels in OMB, to other White House agencies, and to the President.

QUALIFICATION REQUIREMENTS: Candidates for this position will be evaluated on the following Mandatory Qualifications. In order to qualify, applicants must possess the knowledge, skills, and abilities listed below. Applicants will also be evaluated on the extent to which they possess those qualifications. MANDATORY PROFESSIONAL/TECHNICAL QUALIFICATIONS

  1. Knowledge of Federal procurement law and legislation issues, demonstrated in practical experience at the senior staff level or higher.

  2. Demonstrated ability in public policy analysis of government programs. Such ability includes proven capability to identify issues, establish priorities, and propose alternatives that are workable and show a sensitive understanding of the U.S. government system.

MANDATORY MANAGEMENT/EXECUTIVE QUALIFICATIONS

  1. Ability to carry on successful relationships at the highest levels, both within OMB and with other agencies in the Executive Office of the President and other organizations.

  2. Possession of the highest degree of judgment, demonstrated confidence, and poise needed to negotiate effectively with parties who often have different, competing interests and constraints.

  3. Demonstrated ability to formulate long range objectives and goals, to evaluate progress toward objectives, and to plan performance improvements.

  3. Program Development and Evaluation -- This core qualification involves the ability to establish program/policy goals and the structure and processes necessary to implement the organization's mission and strategic vision. Inherent in this process is ensuring that programs and policies are being implemented and adjusted as necessary, that the appropriate results are being achieved, and that a process for continually examining the quality of program activities is in place.

  4. Resources Planning and Management -- This core qualification involves the ability to acquire and administer financial, material, and information resources. It also involves the ability to accomplish the organization's mission, support program policy objectives, and promote strategic vision.

  5. Organizational Representation and Liaison -- This core qualification involves the ability to explain, advocate, and negotiate with individuals and groups internally and externally. It also involves the ability to develop an expansive professional network with other organizations and organizational units.
