Following the reports of the FIA F1 Technical Delegate concerning the
inspection of car No. 5, on which the skidblock is found to be
undersized contravening art. 3.3 of the Technical Regulations.

The Stewards of the Meeting summoned the said Competitor in order to
give him the opportunity to present his defense.  The Competitor
represented by Mr. Brawn and Mr. Villadelprat started that:

1. Car No.5 presented some technical problems after the first pit
   stop and they sought to substantial their statement by its lap times
   between the two pit stops.

   On being questioned whether the concerned tire pressures were measured
   after the second pit stop, the representatives of the Competitor
   stated that this was done and tire pressures (were) found to be
   correct.

2. The representative stated that the malfunctioning of the car may have
   resulted in the spin on lap 19 or the inconsistency could have been
   the consequence of the spin.

3. The representative stated that Car No.6 was set up identically and
   the skidblock on this car at scrutineering was found to be in proper
   order and that both cars were set up identically.  This reinforced
   their submission that there was a problem with Car No.5 between the
   two pit stops.


The Stewards questioned the Technical Delegate and were informed that
the minimum dimension of the skidblock could not be attributed to the
spin over the kerb because the accidental damage was clearly marked
as located in the drawing submitted by the Technical Delegate and
which was mostly transverse in nature, and mostly located at the rear
of the skidblock.

The drawing further showed that the area where the minimum dimension
of less than 9mm up to a minimum of 7.4mm was located in the general
area between 10 and 70 to 80 cm from the front of the skidblock.

There were very light and very few transverse marks in this area,
all the marks being generally longitudinal.

The Stewards also received a report of the Clerk of Course which
certified that the concerned kerb is flat and that no piece of wood
could be found either on the top or the at the side of the relevant
kerb.

The Stewards concluded that not one of the defences offered is
acceptable and therefore that Car No.5 did not comply as regards the
skidblock.

The Stewards decided to inflict to Competitor Mild Seven Benetton
Ford the penalty of the exclusion of Car No.5, driver M.Schumacher,
from the Event.

The said Competitor is reminded of his right to appeal under article
183 of the Sporting Code.

The result is to be amended accordingly to this decision.

This decision is laid down at 20.20 hrs this 28th of August 1994.
