Shatunovsky attended lectures by Chebyshev in St Petersburg but he could not enrol at the university since he had no school certificate. His attempt to gain a higher education in Switzerland failed from lack of funds.

Returning to Russia he sent some of his work to Odessa University and it was well received. He obtained a degree and then worked there for the rest of his life.

His research was on the foundations of mathematics and he produced an axiomatic theory independently of, but similar to, that of Hilbert.
