Neuberg was educated at Athénée de Luxembourg, then at the University of Ghent. He was professor at Liège from 1884 to 1910.

From 1874 to 1880 Neuberg worked with Catalan and Mansion and together they published Nouvelle correspondence mathématique. Later he worked with Mansion and together they published Mathesis.

Neuberg worked on the geometry of the triangle, discovering many interesting new details but no large new theory.
