Bugaev studied in Moscow, then in St Petersburg, returning to Moscow in 1861. He wrote a thesis on convergence of infinite series then studied under Kummer and Weierstrass in Berlin and Liouville in Paris. He became professor at Moscow University. Among his pupils there were Sonin and Egorov.

His research was mainly on analysis and number theory. Bugaev gave proofs of theorems stated by Liouville without proof. He led a campaign for Russian authors to write in Russian and this led to the developing Russian mathematical terminology.
