Bortkiewicz studied political economy and statistics at St Petersburg, then he studied at Strasbourg, then Göttingen under Lexis and also at Vienna and Leipzig. After lecturing in Strasbourg in statistics and then being a clerk in the Railway Office in St Petersburg,

Bortkiewicz became professor of statistics at Berlin where he spent the rest of his life. He worked on mathematical statistics and applications to actuarial science and political economy.
