I don't seem to have received a C++ manual.

Our market research revealed that, while coding, programmers prefer to read from the computer screen rather than from thje printed page. So for your greater convenience we have supplied the extensive documentation as an on-line HotHelp file that describes the all functions of the C++ program. A printed Devpac 3 manual is supplied.

I don't seem to have received the debugger.

The debugger is not supplied with the Lite version. If you need it you may upgrade to the Developer version; see the price list on the main C++ home page.
