IconConvert converts icons between different palettes. It can also change
the depth of icons.

IconConvert converts the icons by changing the colours so that the original
image is kept, even if the new image has fewer image planes or a different
palette.

My reason for writing this was to be able to have MagicWB icons on a four
colour screen, which is terribly ugly if you just set the Workbench screen
to use 4 colours. IconConvert makes this possible.
