 PicScaler is a graphic interface that uses the iff.library to load, scale,
 view, and save IFF ILBM Picture files.

 What it can do;
   Load picture and scale to 1/2, 1/4, 1/2 Height, 1/2 Width.
   Load "standard" size picture and scale to "standard overscan" or
   "maximum overscan".
