1824-1898. English social reformer, born in
Bristol. He sat in Parliament as a Radical
1868-80, and through his efforts the Merchant
Shipping Act was passed in 1876, providing
for Board of Trade inspection of ships, and
the compulsory painting of a Plimsoll line to
indicate safe loading limits.
