1815-1886. English constitutional jurist. He
was Clerk of the House of Commons from 1871
until 1886, when he was created Baron
Farnborough. He wrote a practical Treatise on
the Law, Privileges, Proceedings, and Usage
of Parliament 1844, the authoritative work on
parliamentary procedure.
