was a junior minister in the Heath
government, transport secretary in the first
Thatcher administration 1979, social services
secretary 1981, and employment secretary
1987-89. He resigned Jan 1990. Fowler was
chair of the Cambridge University
Conservative Association in 1960. He worked
as correspondent for The Times until 1970,
when he became a member of Parliament.
