1831-1899. German soldier and politician.
While chief of the admirality (1883-88) he
reorganized the German navy. He became
imperial chancellor 1890-94 succeeding
Bismarck and renewed the Triple Alliance but
wavered between European allies and Russia.
Although he strengthened the army he
alienated the conservatives.
