1849-1929. German diplomat and politician. He
was chancellor of the German Empire 1900-09
under Kaiser Wilhelm II and, holding that
self-interest was the only rule for any
state, adopted attitudes to France and Russia
that unintentionally reinforced the trend
towards opposing European power groups: the
Triple Entente (Britain, France, Russia) and
Triple Alliance (Germany, Austria-Hungary,
Italy).
