WWBBS Programming Docs (22.7.95)

I have decided to include the source to BBSRx instead of writing
documentation explaining the library functions, as I do not have the
patience to complete them (it's hard!).  Please I do not want people
hacking this thing and releasing your "new and improved" BBSRx.  If you do
make an improvement to this thing, please send me the necessary changes so
I can include it in the next version, or if you prefer, keep it to yourself
and/or find a way to make it work as a program separate of BBSRx.
