Short: File fix for guienv V37.0

This is a file fix for the V37.0 release of the guienv.library.

It contains:
- The correct guienv.library V37.0 (the wrong version released didn't
  handle the GA_Disabled tag with SetGUIGadget)
- The fixed Modula2 interface modules GUIEnvD.def and GUIEnvSupport.mod
  (No exports of private objects)
- Some additional information about changing gadget attributes
- The corrected GUIEnvironment.guide
