Short: Patches OS, ARP & REQ for ReqTools.

ReqChange is a program that patches the system requesters to use the similar
requesters in ReqTools. It also patches the ARP requester (that one looks
awful under 2.04), and all requesters in REQ. The patches should be completely
transparant, so there should be no problems with using them.

New things in 3.1:
o Saved prefs files had the wrong protection bits set.

New things in 3.0:
o Shareware.
o Requires OS 2.04+.
o Completely rewritten. Resident code in assembler, put in a library.
o Prefs editor that allows you to edit the deny & rexx lists.
o Full support for ASL V38 (OS 2.1+).
