Short: Edit tooltypes using text editor

ToolType will allow you to edit tooltypes in icons using your favorite text
editor, rather than that silly string gadget intuition gives you.

ToolType can sort the tooltypes alphabetically, placing commented icons
first or last in the sorted list.

ToolType can be set up as an appicon for on the fly tooltype editing.

ToolType will automatically comment or uncomment tooltypes for you, all you
have to do is mark tooltypes to be commented with a '(' or delete the '('
to uncomment them.

ToolType requires WB 2.0+.

v2.12  (v37.212)  update to v37.211

  - Switched way versions will bre reported to conform to the RCS I started
    using.  From now on the '37' has been dropped and the decemil moved over
    one.   For example v37.212 is now v2.12, and what would have been v37.213
    will bee v2.13 as so on.
  - Add CTRL-C breaking to quit appicon.
  - Was checking for wrong error code on calls to Open() and Lock() (fixed)
  - Memory was not returned if an error occured saving icon (fixed)
  - Code cleaned up a bit.
