o Added Investment Cost Editor option.  This option Spawns (Runs)
  Emp.EdPrice.  This will let you adjust the prices of the Investments. 

o Edited Palace option in Custom Event.  The options to Add/Subtract X %
  when altering stats in the Custom Event did not fit well with the Palace
  percents.  My Old option would Add/Subtract X % of the old value.  Since
  This was a number from 0-10, Adding 10% to someone that had 10% would
  give them a value of 1.1 which would be 11% (INVALID!).  I have changed
  the Add/Subtract X % to handle the Palace correctly.  NOW, Adding 10%
  to someone that had 10% would give them a value of 2 which would be 20%.


Version 1.96 BETA VERSION

o Fixed bug in Global Variable change.  It seems I used the variable
  QUERY to flag if you wanted to query each account before changing.  
  Well now that I'm using the QUERY input method this caused problems!
  It seems QUERY was redefined to either 0 or 1.  So the next QUERY that
  was done would cause an error.

o Changed a GETMES that I missed to the new format.  (New format uses
  QUERY were the PROMPT is passed to GETMES instead of RECEIVE where the

o Added Clip Variable Editor  (Option V).  This allows you to 
  see, edit, or clear Global Clip Variables.  These variables
  are used mostly to keep track of the status of multiple lines.  


About
~~~~~
Emp.Util is a Utility file for C-Net Amiga Empire (v1.6 and above). 
This program can be ran in the PFILES system to offer many of the
same features found in the Maintenance commands of Empire.  The
advantage to this file is that it is these commands only.  That 
makes it quick and easy to do what you need to do.  It also allows
expansion and addition of more complex commands such as the new
Global User Edit, Empire Reset, Add Player, and Custom Event Maker.

Because of the powerful commands available, Emp.Maint should be accessable
only by the Sysop of the BBS.  In order to prevent unauthorized users 
with sysop access (a greedy co-sysop?) from using Emp.Maint, the Emp.Config
allows you to set requirements such as calling on port 0 and being ID1 
efore allowing entry into Emp.Util.  If a user has access to the PFILES
Emp.Util but does not meet these requirements set up in Emp.Config, they
are displayed a message explaining why they cannot enter Emp.Util and it is
logged to the Empire log.

Emp.Util DOES NOT restrict you from doing things that can conflict
with other Empire games going on at the same it.  It will offer warnings
if a command needs to be issued only when nobody is playing, but will not
stop you.  For example, if you Edit a player that is playing the new
stats would not be read so it would do no good.  But if you RESET the
game while others are playing it will cause problems.

Whenever a person Enters or Leaves Emp.Utils it is recorded in the
Empire players log.

Since this is a seperate Utility file, size of the program is not a 
very high concern.  For this reason, most of the instructions are in
the Utility program or come up as you use the Utility program.  

Installation
~~~~~~~~~~~~
This file (Emp.Util) should be added into the PFILES directory much like 
that of Empire (An Arexx program).  The Access group should be
for Sysops only.
