Activates or deactivates programs that are run from the WBStartup drawer. When
run from the user-startup script holding down the LEFTMOUSEBUTTON during boot
up will popup the Workbench Startup Manager GUI. Since the user-startup script
is executed before the programs in the WBStartup drawer are run, your selection
