2.81 -> Not released.

Fixed bug whereby a node system defined under a group, would fail to get the 
settings allocated for that group. This only applied to systems with a .0
address, all points were correct.

2.9 

Added new functions to allow the use of the *.HLO file rather than *.RLO. Two
new keywords in config, USEFLO & OUTBOUND. Please read doc for more info.
Also added a routine to check for request already in *.HLO file, thus preventing
accounting errors. NOTE, it only works if USEFLO is on.

Bugfix. 2.9 was not clearing the flolist after each request. Someone requesting 
the same files would get nothing.

Addition of QuickIndex routines for CD-Roms, or any directory not online. Pre-cursor
to full generic version with optional Xeno file index support. This version uses the
xeno indexes prior to calling the custom QuickIndex routines.
