I have decided to release the source with this version of tnserv.
Otherwise the modifications are minimal. Accounts with no 
password no longer require a password to be typed.
I don't have time to support this anymore, so I would appreciate
anyone who is willing to take it over and upgrade it to
newer and better features. I have included the basic RFCs needed
to understand the telnet protocol.
