I have included a few detailed reports that you spoke of. They are in
our secure terminals now. I see what you mean. I have not met anyone
reporting any of these techniques done upon them but the reports, if 
accurate, show that the procedure of heightening natural traits can
be done surgically.

I believe this is expensive as you indicated but I cannot find the
surgeon who is performing these surgeries. His or her reports are very
detailed though...almost to the point where we could attempt this
sort of thing ourselves.

My sources have not found any constant radical exchange of money within
the hospital or city banks so I am not sure whether we will find these
things done in our area. Let's keep each other informed!
