Library Areas: This list is scanned up to the word 'END'. Lines that
do not begin with a number (1-99) are ignored.

You can set these up any way you like. Remember access is controlled
directly by level! A user at level 22 cannot see directories 23-99.

You can also use the excusion list by giving the user a higher level,
but putting the names of the excluded directories (or the numbers of
the message directories) on the user's exclusion list. This gives
complete control as only sysops (default sysop level is 80) can alter
a user's exclusion list, and only a sysop of greater level can alter
a user's level.
