Typed up by Nomad. -------------------------------------- KEYING IN TO CRIMINAL ACTIVITY ====================== Nearly half of Scotland's electronic bulletin boards are supplying computer hackers with programmes designed to help them commit crimes. A "Herald" survey of Scottish bulletin boards - private computer sites where members can exchange programs and information - found programs designed to search for insecure business systems, how-to manuals for cell-phone fraud, and tools in use for making free calls through business switchboards. Of the 20 bulletin boards, we gained access to nine contained files and programs specifically tailored to meet the needs of the computer fraudsters. Scottish hackers are reckoned to commit crimes costing more than 40m ukp each year. Bulletin boards are among the favourite haunts of computer criminals. Their privacy shields criminals from police and telephone security men, who regularly sweep the Internet looking for fraud-related information. Every arrest made for violations of the Computer Misuse Act in Scotland has involved material traded on bulletin boards. Most of the illicit material helps the hackers make fraudulent free long- distance and international phone calls. The most commonly available tools we found were war diallers: programs that will dial every number in a given area code looking for other computers. These computers can then be called back by the hacker. who will attempt to exploit any security holes and break into the target system. If the hacker can gain control of a company's internal switchboard, his war dialler comes back into action. Now he can expand his search to include area codes in other countries. He routes all his calls through the company, who are left to pay the bill for hundreds of attempts to find foreign systems. Last month, the Herald reported how hackers using these tools have added more than 20m to Scot's firm's phone bills. Many of the bulletin boards also contained information and instructions for cloning mobile phones. This fraud, which costs users and phone companies in Scotland more than 10m annually, has boomed in the last 5 years. Files in three bulletin boards included plans for building scanners which capture mobile phone users' identification codes, letting the hacker make free calls. ================================= One of the most disturbing files gave simple instructions for converting Nokia flip-phones into a scanner capable of monitoring police channels and emergency service channels, as well as capturing other users identification. Tone generators - programs that allow a personal computer to mimic a telephone exchange - were found on three bulletin boards. These programms are used to make fraudulant international calls. Hackers dial numbers in countries with older telephone systems then use tone generators to convince the foreign exchange not to bill them. Once they have control of the foreign systems routing programs, they can make an infinite number of calls to other countries, none of which will ever on their bills. A slim majority of Scottish bulletin boards emerged blamelessly from our survey but the contents of the minority were surprisingly malicious. The Phantom bulletin board in aberdeenshire held tone generator programs, cellphone fraud information, war diallers, hacking tips, and advice on illegally obtaining unlisted telephone numbers. The Mega bulletin board in Ayreshire contained lists of 0800 numbers, including airline systems and several types of war dialler. A bulletin board in Dumfriesshire contained information of hacking foreign telecoms systems, programs to gain illegal access to compuserve and other internet service providers, and a collection of files monitoring the efforts of British and American police forces to obtain information about hackers. BT has launched an investigation into the materials The Herald uncovered. A spokesman said "All of the activities these bulletin boards support are clear violations of BT`s terms of service. We will pass on the results of our own investigation to the police or any other appropriate authority." Scottish police have so far taken very little interest in bulletin boards, except when they receive complaints from defrauded businesses. But as bulletin boards become the focal point for Scotlands computer underworld, that may change. Two constabularies in England recently cautioned bulletin board owners about the contents of their systems, effectively shutting down on the most active virus-writing foruns in the UK.
