DESCRIBE

Usage: `/DESCRIBE nick describe-text'

DESCRIBE is used to 'describe' something to another user.

Examples:

`/DESCRIBE John It is nice weather here'
     Send the following text to user JOHN:
          `ĞDescribeğ' <nick> It is nice weather here
     Where <nick> is your nickname.
