Kurz:     Update für PrtMan v39.23

For this patch you'll need PrtMan v39.23 !!!

HISTORY
 39.24 on some systems (locales) the time string created by 
       dos.library/DateToStr() doesn't contain seconds, PrtMan
       didn't take care of this when drawing the listview contents.
       When available, tbiclass (VisualPrefs and titlebar_ic.lha)
       is used to draw the iconifyimage. Thanks to Francis Labrie for
       the bug report.
