Short:    Edit file flags without AT command

I worked 1 day on C/Flags. And it IS a short program. But it was Neurodancer's
idea to make a SHORT pfile that simply makes it possible to change one or more
flags of a  file at the base without  launching CNet's VDE editor by using the
AT command.  Maybe he is sick of it?! However  here it is for  you! I hope you
can need it!
