Short:    Faster loading of monitor drivers

LoadMonDrvs is a little tool which replaces the following lines of the
startup-sequence:

 IF EXISTS DEVS:Monitors
   IF EXISTS DEVS:Monitors/VGAOnly
     DEVS:Monitors/VGAOnly
   EndIF

   C:List >NIL: DEVS:Monitors/~(#?.info|VGAOnly) TO T:M LFORMAT "DEVS:Monitors/%s"
   Execute T:M
   C:Delete >NIL: T:M
 EndIF

I wrote it because a line like

 C:LoadMonDrvs

looks more professional :-> It might speed up booting a little bit!?
