Short:    Msg2Lev - Display a text file to certain level user (DLG)

 As said above, this will just display a text file, you can specify LOW and
HIGH levels.

 Parameters:

	FILE	Text file to display, can have DLG's %-switches.
	LOW	Low Level, user above (or same) as this level will
		see the text file. Default = 0.
	HIGH	High Level, user below (or same) as this level will
		see the text file. Default = 255.
	PAUSE	Pause after text.
