Thanks for all the interest and suggestions.

OK you lot you've had a week to think about this so lets get down to some 
business.

1.      Id like to know the names and e-mail addresses of all those 
interested in contributing to this project.

2.      Need somewhere were all the relevent info/files can be stored for 
easy access to all ie FTP site /www thing.  Any suggestions.

3.      A quick outline on what how I intend this to go : firstly we'll 
say the city has a population of 25,000 (to start with) this will 
probably increase later though, but for now it gives us somewhere to 
start. The location is one a river with access to the sea (very close). 
It is a Freecity (ie self ruled). Magic is allowed as are all races and 
professions with a few exceptions, also religion is present in the city 
its part is as yet to be decided though.  As a rough guide to the city 
inhabitants ill use C1 city generator to give us some numbers using 100% 
for all the random bits this way well get an average figure for each 
area. (ill work out the numbers and post them here later)

4.      All articles will be required in a set format (to be agreed by 
all) ill post a suggestion about this soon and well work from there.

5.      The city layout as yet thier isnt one I suggest we start with a 
central building (ie a castle/palace/keep) then build up around that as 
and when.

6.      Please only submit positive/constructive ideas im not really into 
reading lots of negative comments from people who havent got anything 
better to offer,  however if you think something is really wrong or 
totally out of place then let me know, but please no more arguments over 
how big the cities going to be, lets just let it grow as we build it and 
see how big it gets.
 
7.      Although some people dont want to know exactly who lives where, 
ie their not bothered that that tower over thier has 3 wizards and a dead 
dog in it, some people like detail down to how many hit points the 
cleaning lady has after all its less work for the stressed out GM to 
decide upon so Id rather put that level of detail in, then those that 
dont want it can just ignore it and them that like it can use it.  Id 
like to get all the detail into this that everyone wants (within reason)

8.      Some more ideas and details to follow soon so start thinking on 
what YOU want from a detailed city description.

 City Design - The Story so far.

A Free City with a Population of 25000(ish) located on a river where it
meets the sea in a temperate area of the world.

Size of the city in terms of land, well that depends on how many
buildings we the creators have to fit in, I suggest we let this one roll
for a while and see how it goes.

Loaction of academies ???
Location of monasteries ???

Current Political situation is stable with a Prince Regent as overall
ruler ?, helped by a council of advisers (made up from other influential
guilds, professions etc in the city) ie if you want your master of
assassins on the council then give him a good reason for being there.

Magic is not frowned upon at all here, the Prince Regent uses it quite
regularly, and so do the local law, (well if I am allowed to do that bit
they will anyway)  this is a major factor for the city staying free for
so long ?

All professions are available at present, subject to users requirements.

Most Races are allowed into the city although some rarely want to

Use Text files for all building / character descriptions.
GIF/BMP ? files for pictures/floor plans.

Use each others PC's as inhabitants (great idea but what happens when
your players kill my characters who are NPC's in your game)

Building - require the following, floor plans at a scale of 5ft per
square detailing the following doors,windows,fireplaces you know all
the stuff you wish was on floor plans but usually isnt, openings should
include a % chance of being locked and a difficulty factor for
opening/picking said device.

Will write a separate document about building layouts soon, any
suggestions will be greatly accepted.

Inhabitants should include a name, race, prof, appearance, outlook,
stats ?, hits etc

Will write a template for this also later. again suggestions please.
ie what do you want to know about the inhabitants of the city, detail
will probably depend on importance etc but all inhabitants should have
a set minimum description suggest something similar to C&T creature
descriptions plus narrative on appearance etc.

Religion - yes it is in the city but it does not run it (it might want
to though) the numbers suggest 55? temples IMHO I think this is a bit
high even bearing in mind that each religion may have several temples,
a better figure to agree on might be how many religions are thier in
the city ?

levels of inhabitants will vary greatly through the city , it is
unlikely that a academy of magic is solely made up of 2nd or even 15th
level sorcerers the levels will and should range from 0 to 20th at
least going from novice to grand master.  The levels in any organisation
should be spread out evenly, unless of course it is a small band such
as the 'Grey Brotherhood' (I think thats what thier called ?) from
the city of Eidolon.

Professions of people are important only if the inhabitant in question
is a major player in the city, detail is required here to reduce the
amount of work we Gms have to do, remember to much detail can be discarded
and ignored, not enough and we have to do some work, as noted earlier
we need to decide what details are to be incorporated into descriptions
of both inhabitants, buildings and organisations.

Somewhere someone (G Huber I think) said that with a city population
of 50K we'd need 500K people to supply the city from farming etc from
outside the city, I think we can get round this by saying that most of
the city supplies come in by ship, after all we are at the seaside
are'nt we, this is not to say that thier are no outlying farms etc at
all of course their will be some, this will make Trade a major part of
the city.

Army - this could be made up of different units (what really, you dont
say) each unit designed for a specific purpose ie Town Guard, Police,
Wall Guard, Rangers, Scounts etc the options are limitless so lets have
some suggestions for army units I will start you off with 'The Red Capes'
the Prince Regents own unit, made up of sections of 5 men 1 of which is
always a spell caster.

I think we need to lay down some areas to be tackled and organised ie.
        Army
        Navy
        Trade
        Housing
        Politics
        Religion

each area then needs to be detailed with respect to how it will work
and what is needed

Scott Herod suggested a 'Rogues Gallery' of characters, this might be
a better place for peoples PC's to reside, this could be a list of sorts
of the people come and go regularly in the city but dont actually live
thier regularly it could include details such as % cahnce of finding
said person in the 'Green Dragon' in winter and who thier associates
are etc.

Guilds - Steve Danielson (sdl8@conell.edu) recently added some stuff
about guilds to the rolemaster list with suggestions about giving bonus
DP's etc to members but at the same time making them pay dearly ; ) I
think this is a good idea (why didnt I think of that) anyway a couple
of guilds here and there wont go amiss thay should offer something that
the PC needs and cant get anywhere else, then take all thier well earned
GP's off them whilst doing so.

People have asked for a lot of info regarding things in the city, as far
as im concerned this is to be OUR city not mine so if you want something
in it then make a suggestion and well see if it can be fitted in youve
asked what areas does the city have ?,  what role does magic and
religion play ?, what realms are associated with the academies ? all I
can say is its our city you tell me !.  I put forward a suggestion and
am willing to coordinate the project but I will not tell you what I want
in the city, its not mine so I wont dictate what it looks like.  But I
will pass on the ideas/suggestions of others and myself.

John W Curtis III (ICE) pointed out that the numbers I put forward
included a number of professions that will cease to exist (does that
mean all the existing characters of ours will just vanish) in the new
edition.  I would like to say that the majority of people out thier have
the existing books and are unlikely to rush out and buy up all the new
books then throw thier old ones in the bin and forget the old characters,
so we should leave them in at least for now. Who knows in years to come
people will look at the city and say WOW look at that character he's
great im not going to tackle him, all those extinct classes will become
like gods in the eyes of the new ones ( if anyone does rush out to buy
the new books please throw your old ones in my direction ;-) )

I'll throw in my thoughts on the military organization.  Drawing from my 
experiences in the military we should break it down into 3 or possibly 4 
"branches".
	Navy- being a coast town this will be large
	Army- to defend the fields and surrounding areas
	"National Guard"- this is where the police come in, I don't want to 
		make them part of the military per se; but they will help if
		there is a major invasion/disaster/etc
	Militia/Reserve- basically all the local arms professions who would
		get called out in an emergency.

With those divisions we can look closer at each branch.

Navy- 	this would have a small coast patrol of small, fast ships that 
	would be responsible for rescues, smuggling, general patrolling.

	then the main navy with larger war ships to deal with pirates and 
	invaders.

	On each ship there would be a contingent of marines, skilled at firing 
	missle weapons from the rigging and hand to hand combat
	
	For more exotic possibilities, are there mermen around?  Has the 
	city domesticated any sea life that we can use?

Army-	lots of possibilities here:
	Scouts- mostly rangers; small teams to forage ahead of the army
	Archers- 
	Infantry- need the heavily armed (chain and plate) ground pounders
	Cavalry-
	Special forces- this could be made up of assassins, rangers, rogues,
		beastmasters, nightwings, etc 
		and would handle assassinations, espionage,  and covert operations 
		against enemies, smugglers, etc
	Engineers- to build battlements, help in seiges, etc

	Once the basics are covered you can add more exotic units:
	Essence units- why waste time with catapults when you can use fireballs?
	Aerial units- can we tame some sort of flying mounts?  Are there 	
		avian humanoids we can enlist?
	Healers- each company of men will need a medic, these can be people 
		trained in first aid, lay healers, militant clerics, whatever
	Dwarves- to defend any mountains

	The army would be responsible for defending the walls, running 
patrols in the countryside and maintaining a large force ready to meet 
invaders.

We really need to have some general idea of what the surrounding 
countryside looks like to determine what type of force we will have: if 
the city is well defended by nature then we would have a large navy and 
concentrate the army with ground troops defending key ground.  If there 
is a lot of open space, then we will need more mounted men to adequately 
patrol.  What about our neighbors?  Where are the nearest settlements?  
Are they aggressive?

That would leave the police with the responsibility for keeping order.  
They would also help man the walls when needed, allowing the army to send 
more units to the "front".

For the militia we could require every arms user to register and be 
subject to call when needed (can you say ready made adventure?)

Anyways, these are some rough initial thoughts.  I would like to work in 
this group when we finally start piece mealing the tasks, but we still 
need to flesh out the city more to see what type of military is actually 
needed to defend it.

A few concerns / comments / questions:
1) what format are we thinking of putting maps and characters in?  If we 
are going for gif / bmp for the maps, what program is everyone using to 
draw with?  Recommendations welcome.  As for character editors, does 
anyone use grolem or have a better suggestion?

2) Is there any way we could assign "modules" to people -- e.g., a 
special guard brigade, a sorcerer's group, a famous healer and 
attendants, etc. -- and then have some kind of building commission to fit 
the different modules together into one framework?  I believe that many 
parts of the city should / could be done by individual people, but to 
make the city really work together organically someone should look at and 
fit all the disparate parts together (i.e., place the NPC's and their 
buildings on the master map, describe their connection to the rest of the 
city, fit them into the economy, draw up encounter tables for the 
different parts of the city, index the thing, etc.).  

3) The disappearing class issue doesn't seem all that important to me, as 
RM is skill based.  We can always change classes with little effort later 
(unless, I suppose, spell lists vanish as well in the new edition).

For ease of use with ANY level of detail the GM wants: multiple
desciptions. 
1) a _very_ general text-description of the place. Not long, pretty vague 
but possibly very colorful to give food for imagination.

2) more details: dimensions, doors, windows, rooms etc.
Perhaps a picture of the house/floorplan.

Well, this is just a guideline. The idea is to give multiple descriptions
based on the detail they give. This way the GM may easily download 
just the approximate level of detail s/he wants. If I would want 
a quick desciption of house, I don't want to go through whole pages
of text to get an overview.

The most important level of detail is #1: general description. The writer
may dwell down to as detailed s/he wants, but it should not be 
obligatory.

Well: 
1) name, race, appearance, outlook, what-is-he-good-at, maybe 
even the most obvious stats (a Pr of 100, a St of 20 something 
like that)
2) profession, stats
3) skills, RRs, spells, hits, DB, etc.
4) items

Awww, this is the hard part as each GM usually has very different 
sets of religions. The 55 temples is a bit high, unless a lone priest
and his homeicon counts as a temple.

If we keep to the 55 temples, I'd say: a pantheon of a twentyscore 
dieties plus half as much minor (secret) religions (with at least
one priest in region). 

However this is a town of only 25000 and a pantheon of twentyscore 
dieties is more than average. My suggestion is cutting down to
a pantheon of ten (approximately; these would hold the normal
Sun, Sea, Fertilety, Travel+Trade, Wind gods) and about five
minor (local dieties) and secret (the BAD) dieties/religions.
The number of temples would be about 25.

The 50K vs 500K was from the 11th century (I think), and that isn't
really known for efficient agriculture, not to mention the lack of 
magic as opposed to RM. If we have a city of 25K, the surrounding 
countryside should have around 75K people. Maybe even less. The sea 
helps a lot of cource.

These are good ideas.

Aye, let's keep the old characters. After all, it's just a bit of 
work to make them anew with the new system, if it is worth it. We 
might even work out conversion rules.

Now I have the things figured out. There already is a directory,
although there's nothing in it, yet. Any thoughts how it 
should be organised? One directory for rogue-gallery, 
another for floorplans, and so on. Then a masterdocument in HTML
with links to everywhere?? 

Everybody mails ready textfiles to you, you do some editing and mail them 
to me and I put them to the FTP-site?? 

I'll put up some kind of skeleton RSN. (something like the city of Lakham)
