New release of the ancient HDInstTools program.
A lot of bugfixes done.

  It is now safe to format partitions beyond the 4GB barrier!

- Added RDBLOW tooltype for creating the RDB on different sectors
- Added RDBSPACE tooltype for reserving space for RDB
