The Opinion Corner is a door for writing anonymous public messages.  The
sysop can set up to 30 different topics for users to make comments on
without the worry of getting other users mad at them for their differing
opinions.

The sysop has access to a Maintenance Menu where topics can be added and
deleted.  The sysop can also set different security levels for each topic.
All maintenance should be done through this menu rather than manually 
through the CLI.

THE FOLLOWING IS BECAUSE ENQUIRING SYSOPS REALLY WANT TO KNOW (but isn't
required reading):

Messages are stored in files with names like 9.MSG.  Each time a new topic
is added the number goes up.  So, the 3rd topic on the menu might actually
be stored in 48.MSG.  This was done so the sysop could keep the old files
for future reference without having to rename them.

TOPICS.DAT contains the topics and their file number.

HIGH.TOPIC contains the number of the highest topic number.

MESSAGE.CNT contains the number of messages in each topic.

You shouldn't have a need to ever fool with these files if you use the
Maintenance Menu to manage the files.
