street patrol team of Renko and Hill, newly reactivated after having
been badly wounded, profess a mutual dislike for each other and
request reassignments.  And Capt. Furillo's ex- wife is booked for the
possession of marijuana, adding to the captain's woes.

shooting complicating matters is the interest of the police brass to
placate the outraged black community by offering Weeks as sacrificial

his troops; Belker collars a purse snatcher-- which turns out to be an

she refused his sexual advances; Furillo wants more out of his
sporadic relationship with Davenport, and Esterhaus just wants out of
his torrid-- and strenuous--affair with Grace.

of the feared Black arrow gang maneuvers to regain control under the
innocuous guise of community involvement.

Officer Lucy Bates questions her fortitude and savvy as a street cop

consider her mistake typical for a female officer, and Bates stews
over their sexist condescension.  Meanwhile Capt. Furillo posts a
watch on the activities of Jesse John Hudson, the Black Arrow gang
leader, hoping to find evidence that will nail him.

Tempers flare, teeth grind and everyone on the Hill is on edge as the
latest round of negotiations between the police union and the city are
suspended, while a new problem-ridden transferee overreacts to a
crisis in the field, forcing an old buddy, Officer Hill, to cover for
him. With marathon negotiations with the city council at a
standstill--and prospects of obtaining even modest salary hikes and
fringe benefits bleak at best--a contentious tone is set for
the"blues". Newly arrived Officer Nash, a good cop but an overworked
single parent, loses control and uses unnecessary force to subdue a
suspect.

First call of the day takes the officers to a neighborhood bar, where
three men wearing gang colors brutalized the patrons the night before
and then used them for target practice.  This morning, 2 are dead and
another is critical, and the survivors' sanity is hanging by a
thread. Appalled by the carnage, Furillo issues a swift ultimatum to
the Hill's gang chieftains: bring in those responsible that night--or
else.  Meanwhile, Belker's attempt to collar a robber is scuttled by
the inept assistance of Captain Freedom, a would-be superhero who
believes that his mother lives in a bottle on the moon.

Feathers are more than a little ruffled when Furillo, Howard and Ray
find themselves subpoenaed by a grand jury.  In the meantime Renko is
no less upset when he fins his gun has been stolen and an attempt to
nab a purse snatcher isn't helped by the well-intentioned interference
of a guy who calls himself "Captain Freedom"

2.10. "The Spy Who Came In From Delgado" (1411) - 21 Jan 82
A true story, but one using newspaper reporters instead of a cop,
might have provided the inspiration for part of this episode's event.
Never at a loss for an unorthodox idea, Belker poses as a bartender to
make it easier to grab city officials suspected of being on the
take--something for which a Chicago newspaper won a Pulitzer Prize in
1979 when it opened a bar, using reporters, to crack allegations of
municipal corruption.  Elsewhere on the show, Furillo decides to hire
a lawyer when it looks like the Sullivan Commission is going to be
asking for his scalp, and Howard goes after a pack of wild dogs that's
been causing trouble--with a pair of basset hounds to help him.

In a last ditch attempt to prove he's on the side of the good and
righteous, Capt.  Freedom makes a final plea for justice, even though
he interfered with the arrest of purse snatcher.  In the meantime,
Furillo, already furious at what he thinks is the Sullivan
Commission's unnecessary bloodlust, finally forces a showdown with the
grand jury; and in a lighter vein, Lucy competes in the
interdepartmental poker finals.

A complex problem heats up emotions and raises some deadly serious
questions in the precinct, and it's all over a single thing--a gun.
The day gets off to a troubling start when the report comes in that
two officers have been shot, one of them fatally.  On investigation, a
grisly chain unravels, the weapon, a handgun, is first traced to its
previous owner, now also dead after a liquor store holdup.  But
somewhere in between the two deaths, the weapon had been taken back to
the station house to be tagged as evidence in the murder of the first
victim, and the police are puzzled over how it might have found its
way back to the street.  In the meantime, Belker, deep in his driving
exam since he allowed his license to expire, is interrupted to chase a
man suspected of an armed robbery.

Shortly after his father dies of cancer, a distraught Renko learns
that the funeral home van bearing the elder Renko's remains has been

a young black man accused of raping an Hispanic girl, and Bates is
upset when she learns her new beau is married.

and trying to keep one unhappy tenant from jumping off the roof.

probe of Buntz's alleged cocaine theft.
Item No. 3: Henry is teamed with an odd detective from Downtown to
catch a serial killer.
Item No. 4: LaRue knows a back way into a gangster's secret vault,
which a flashy investigative reporter plans to open on live TV.
