OK, Called USR and talked to ROBIN and we chatted for about 40 Minutes!
Here is the results of that call and to prove what I am saying is right,
I down and upped and got over 1750 and that was before I did another
setting. So it should be better. She said that She has seen between
1760-1970 on the Amiga Using These Settings:
1st I want to say that I did and most likely all of us inturpted the
Manual that came with the upgrade WRONG!!!
&A3 WE CAN USE EITHER, LEAVE IT AT &A0 OR YOUR BBS WILL NOT PICK UP!!
Leave your &K setting to &K1, her is the whole string that she gave me to
use in the HST and the setting that should appear in ATI5 after you get
done. Remember every time you ATZ your modem it takes the setting from 
NRAMS in ATI5 and NOT From ATI4:
First The Switches in The Back Of your HST:
1=UP 2=UP 3=DOWN 4=UP 5=DOWN 6=UP 7=UP 8=DOWN 9=UP 10=UP FATONE=UP
  
Now the other settings:
B1 C1 E1 F1 M1 Q0 V1 X4
Baud=19200 Parity=N Wordlen=8  (Set your Prefs to 19200 and lock Ami to
                                19200 also)

If you set you AMI INIT String in Config1 (Screen 3) to ATE0 that should
all that you would have to do in the string. These setting are how they
are on here.  It works guys, but you have to throw that manual away and 
just put in the updates I guess. Make sure that your prefs (serial.device
and your AMI Config1 is locked at 19200) and you should be all set, The
&K3 will have no effect on your speed, it is built in the chips and
upgrade, but the register and other setting are to be set this way for it
to gain the biggest speed in UDing...Also She said that it made no
difference, if you have a HST single leave B set to 1 not B0, the
overseas cqallers modem duels and singles will adjust. Thats it hope that
